Jim has experience advising Tribal Councils, Executive Boards, and Leadership Teams on finance, legal matters, debt funding transactions, and enterprise development, providing practical financial guidance during key phases of business growth. Previously, he served as Chief Financial Officer (CFO), overseeing finance, operations, and product development at an international government financial software company. His background includes firsthand work in fiscal management, financing, planning, and acquisitions.

Jack Mung
Senior Partner
Jack Mung has over 15 years of experience working with Tribal Governments’ accounting teams. Jack comes from the complex world of accounting in the California State School Systems. Starting in payroll, he advanced to Controllership before joining Collective Strategies, Inc., where he provides senior consulting, Controllership, and CFO services. Jack is a MIP Fund Accounting Expert, Certified MIP Trainer, and certified fraud examiner.

Angela Bush
Senior Partner
Angela joined Collective Strategies as a partner in 2022. She holds a BS in Accounting and an MBA, specializing in organization development and change management. In addition to her education, she previously served in the Texas Workforce Development community for over 20 years, both as a One Stop Provider at American Job Centers and serving as a CFO for one of the largest workforce development boards in Texas. She continues to support workforce development agencies through senior-level advising and staff augmentation. She has successfully implemented financial models that increased federal and state award utilization and contract compliance, demonstrating her ability to deliver measurable results in workforce development and public funding compliance.

Professional Services Team
We utilize well-trained and seasoned professionals in bookkeeping, general ledger Accounting, contract management, procurement, and other accounting-based skill sets. This team provides remote support to our consultants and may perform the “heavy lifting” of period closing entries, bank reconciliations, and general data entry/importing.
Juan Garcia
Senior Consultant Financial Monitoring and Audit
Juan has over 10 years of experience as a Tribal CFO, including leading financial teams through complex audits and implementing strategic initiatives that improved organizational performance. As a Senior Consultant, Juan leads audit facilitation, full-cycle accounting staff augmentation, and compliance and reporting for federal and state grant management, as well as timely monthly and annual financial closings.
Juan currently manages clients’ housing authority initiatives for Collective Strategies. He has created systems for the timely and accurate reporting of rental payments that align with the tribal policies and procedures. His experience managing housing authorities, with portfolios from 50 to 500 homes, demonstrates his practical knowledge.
Charles Carslaw
Senior Advisor, CPA, CA
Charles brings a wealth of experience and skills in Fund Accounting and audit preparation. Charles recently retired from the University of Nevada, Reno, where he taught Graduate Fund Accounting, focused on Tribal Governments. As a CPA, Charles provides expertise in audit preparation, financial statements, indirect cost proposal preparation, and updated accounting guidance.
